The Central Economic Work Conference held December 10-11, 2025, set 2026 economic policy priorities around the principle of "pursuing progress while ensuring stability." Fiscal policy will maintain a proactive stance, preserving necessary fiscal deficits, total debt scale and expenditure levels while optimizing expenditure structure. Monetary policy will continue moderate relaxation, flexibly deploying policy rate and reserve requirement ratio reductions to ensure ample liquidity and maintain stable monetary aggregate growth. Eight priority tasks for 2026 were identified, led by domestic demand orientation, followed by innovation-driven development, deepening reform, expanding opening-up, regional coordination, green transformation, prioritizing people's wellbeing, and risk prevention. The renminbi exchange rate will be maintained at a basically stable level at reasonable and balanced levels.
